Include license files with qemu-user-static-<arch> packages
    
    These packages may be installed singly, in which case no license file
    is installed.
    
    Note that we could remove the %license line from qemu-user-static,
    since that will pull in all of the qemu-user-static-<arch> packages,
    thus (now) including license files, but I didn't make that change.
