Re-enable libimaevm
    
    This was turned off in the `c8s-sig-hyperscale-experimental` branch in
    ab825f3b16b986b3c862def344e3becbb7e7fdaa . At the time, the rpm that
    provided this was upgraded, but the compatability package wasn't
    immediately available to the build environment. This fixes this minor
    regression.
