Subject: [PATCH] Allow systemd-tmpfiles to set the file/directory attributes

Allow systemd-tmpfiles to set the file/directory attributes, like
chattr(1) does. Two more commands are added: 'H' and 'h' to set the
attributes, recursively and not.
