#75 centpkg scratch-build and centpkg build --scratch should act the same.

With the new --rhel-target option, "centpkg scratch-build" and "centpkg build --scratch" act differently.
Please make them the same.

This was fixed in centpkg-0.7.4 and is available for all supported platforms.
