Is this still a problem?
If it is, please give us step by step what you did, starting with a clean directory. (ie: centpkg clone jq ; cd jq ... )

This should be fixed in centpkg 0.6.8 which is currently in fedora and epel-testing.
centpkg 0.6.8, which fixes this issue is in stable.
