Hey folks, it seems CentOS Stream sources are only being distributed via git.centos.org - no SRPMs can be found on the vault. Assuming this is intentional, you probably want to change the downloads page to still be compliant to GPL-3 section 6d rule:
"If the place to copy the object code is a network server, the Corresponding Source may be on a different server (operated by you or a third party) that supports equivalent copying facilities, provided you maintain clear directions next to the object code saying where to find the Corresponding Source"
I found this out via https://forums.centos.org/viewtopic.php?t=74424 while finding out about Stream today, and only realized I should try git.centos.org; but guessing probably is not a clear direction :)

IANAL, this is not legal advise, and not intended to be a statement or notice of violation. It's certainly confusing though - people clearly can't find sources :)
