Update directory structure for palettes of colors.
    
    - Previously, files related to palettes of colors were stored in the
      tcar-palettes directory. This organization makes the repository
      nonfunctional in its pristine state. This update moves files related
      to palettes of colors from tcar-palettes directory to Palettes
      directory in order to make the repository functional in its pristine
      state.
    
    - Remove the COPYING file to avoid duplicate copies of it inside the
      repository.
